El Consejo Económico y Social de la Ciudad de México, ¿una propuesta fallida?

Abstract

Resumen: Este trabajo analiza el origen y el desempeño del Consejo Económico y Social de la Ciudad de México, en el periodo 2009-2013. En este contexto, dicho Consejo, como organismo consultivo y asesor del Gobierno del Distrito Federal, compuesto por la diversidad de sectores que conforman la sociedad, ha resultado crucial en el impulso de un nuevo pacto social; su presencia es fundamental para el fortalecimiento de la cohesión social, la gobernanza y las alianzas gobierno-sociedad. Sin embargo, el trabajo concluye que el desempeño del Consejo no ha resultado del todo positivo, debido al poco respaldo gubernamental, así como a fallas jurídicas, burocráticas y presupuestales.

Abstract: This article analyzes the creation and the role of the Economic and Social Council of Mexico City, in the period 2009 to 2013. In this context, the role of this Council, as consultative organism of the local government, has been crucial to the promotion of a new social pact; in other words, its presence is essential for strengthening social cohesion, governance and partnership between government and civil society. However, the article concludes that the role of the council has not been positive because of lack of government support as well as legal, bureaucratic and budgetary failures.
